Programme de sélection des travailleurs qualifiés (PSTQ)

The Programme de sélection des travailleurs qualifiés (PSTQ) is Quebec's skilled worker selection program, managed by the provincial government. It replaced Quebec's former Regular Skilled Worker Program (PRTQ) in late 2024. The PSTQ aims to attract foreign workers whose skills and training match the needs of Quebec's labour market, with streams differentiated by the type of profession and the candidate's qualifications. Knowledge of French is central to the program: candidates must demonstrate French proficiency to be selected.

Selection works through the Arrima platform. Candidates submit an expression of interest, and the government invites the highest-ranked profiles based on factors such as age, training, work experience, French proficiency, and whether they hold a validated job offer in Quebec. Invited candidates apply for a Certificat de sélection du Québec (CSQ). The CSQ is then used to apply for permanent residence with the federal government (Immigration, Refugees and Citizenship Canada), which assesses admissibility factors such as health and security.

The PSTQ is a pillar of Quebec's immigration policy, focused on the economic integration of newcomers. Candidates should make sure their profile matches the targeted professions and that their file is complete before applying, and always consult official Quebec government sources for the current streams, targeted occupations, and requirements. Obtaining a CSQ does not guarantee permanent residence, which depends on federal criteria.
