Overview
Unlike the rest of Canada, Québec selects its own economic immigrants and weighs French-language ability heavily. Skilled workers apply through Québec's own system rather than federal Express Entry: they submit a declaration of interest in the Arrima portal under the Skilled Worker Selection Program (PSTQ), administered by the ministère de l'Immigration (MIFI), and selected candidates receive a Québec Selection Certificate (CSQ) before applying to IRCC for permanent residence.
